Europe Orders a €387.8M AMD Supercomputer for AI
EuroHPC signed a €387.8 million contract with Bull to build LUMI-AI in Kajaani, Finland — AMD Instinct MI430X GPUs, 10× the AI capacity of today’s LUMI, running on renewable power with its waste heat piped into the town.
The EuroHPC Joint Undertaking signed a €387.8 million procurement contract on Sunday with Bull to build LUMI-AI, a next-generation supercomputer bound for the CSC – IT Center for Science data centre in Kajaani, Finland. The figure covers acquisition, delivery, installation and maintenance, and is split evenly between EuroHPC and the six-country LUMI AI Factory consortium behind it: Finland, Czechia, Denmark, Estonia, Norway and Poland.
The hardware is an AMD build from end to end. LUMI-AI pairs Instinct MI430X GPUs with 6th-generation EPYC 256-core processors on Bull's liquid-cooled BullSequana XH3500 architecture, stitched together by Bull's own BXI interconnect, with IBM Storage Scale handling the filesystem and Nokia supplying the data-centre networking. EuroHPC expects roughly ten times the AI capacity of the current LUMI system and close to double its conventional HPC throughput. Deployment is scheduled for the second half of 2027, at CSC's new facility in the Renforsin Ranta business park.
Two things stand out about the parts list. The first is that Nvidia is not on it — an unusually large public AI system going entirely to AMD accelerators, in the same year AMD and Anthropic signed a $5 billion, 2-gigawatt deal of their own. The second is that Bull is European. EuroHPC has spent years buying capacity from US vendors while talking about digital sovereignty; awarding a €388 million flagship to a French state-linked supplier running French interconnect fabric closes some of that gap in practice rather than in policy documents.
The siting is doing work too. Kajaani runs on 100% renewable electricity, and the liquid-cooling loop captures excess heat for the town's district heating network — the arrangement that made the original LUMI one of the more defensible large machines in Europe on energy grounds, at a moment when data-centre power demand is the binding constraint on AI buildouts almost everywhere else. LUMI-AI will also sit alongside LUMI-IQ, a quantum platform from Finland's IQM Quantum Computers, on the same site.
Access is the part that separates this from a national lab procurement. EuroHPC systems are allocated to researchers and academics but also explicitly to SMEs and startups, with scientific simulation in health, climate and emerging technologies named as target workloads. Anders Jensen, EuroHPC's executive director, said the machines together "will form a powerful European AI infrastructure ecosystem"; Bull chief executive Emmanuel Le Roux said the company was "proud to support EuroHPC JU and the LUMI AI Factory consortium."
Whether shared public capacity is the right shape for frontier-scale AI work remains an open argument — a 2027 delivery date is a long time in this market, and Europe's compute strategy still leans on consortium timelines while private labs buy gigawatts outright. But the contract is signed, the silicon is chosen, and for once the flagship is being built at home.
